It seems like they changed the Endermen behavior. I used to be afraid to attack them because I'd have to be ready to kill them when they swarmed me. I shot an arrow at one yesterday and it teleported away instantly. I couldn't get near it again. When did they go from scary to scared? Also, how am I supposed to get enderpearls now?

Maybe that's the idea.  They don't want you to get them so easily.

Don't Endermen still chase after you when you look at them, though?  We could set up traps and just lure them in.

I don't know. I shot him in the head from a decameter, so I'm pretty sure I was looking at him. I'll have to do more experiments, and by experiments, I mean poke everything that moves with my sword.

They can't be hit with projectiles.
You can pretty much only kill them with melee.
Look at them to lure them, then get ready to fight when they come near.

I have died so many times unnecessarily.

What if you throw an ax at them?

Well you can try that, but a skeleton or zombie might pick up the ax and kill you with it, so there's that.
